Since retiring from the Hawaii Department of Accounting and General Services (DAGS) in 2003, my experience indicates that the difference between a performing and a non-performing contractor is due largely on the amount of prior planning and risk management done by the contractor. The PIPS program clearly showed that contractors who were successful at preplanning, including risk management, were able to complete their projects faster and profitably.

A Review of the University of Hawaii’s Best Value Projects |
The UH executed 17 projects using the best value PIPS in 2001 (11 buildings painted; 2 gym floors; and 4 re-roofs). Six years later, the products are still performing (two year warranties). Only one of the facilities shows major wear that was caused by a combination of factors including high exposure to weather and aging. Incidentally, the contractor on this project was selected as the best value due to a very low price.

| Best Value Roofing Systems Show Superior Results |
The primary reason we started PIPS in Hawaii was the fact that the quality of our re-roofing and repainting projects were unacceptable. Many state agencies were clamoring for sloped roofs in lieu of flat roofs because of leaks that seemed impossible to fix. In fact, one of the State housing agencies started installing steel trusses and metal roofs on their flat roofed buildings.

The highlight of this conference will be the breakout sessions on how to deliver services contracts, IDIQ contracts (how, what to do, why, when), designer/consultant services, how to deliver school bond programs for 50% of the cost with better quality construction and performance, and how to deliver construction – beginning to end. The new manual will be completed by December. It will have all the new upgrades in the process.
