Overview
In 2004, the United States Coast Guard (USCG) ran a prototype test of best-value procurement on a roofing project in Oakland, California. One of the greatest challenges that was faced in this research project was overcoming the misconception that the USCG was already running best-value procurement, and that low-bid pre-qualified award was not the same (as “best-value” procurement).

In 2005, the USCG hired an IDIQ contractor to perform roofing maintenance on a building located at Coast Guard Island Alameda (Oakland, CA). The roof was approximately 55,000SF, and the only requirement was to waterproof the roof for the longest possible period of time (within the provided budget). The IDIQ ran a best-value process to hire the highest performing roofing contractor within the USCG budget. Various factors were analyzed, including: Past Performance Information on both the contractor and manufacturer, warranty information, cost, schedule, and a risk assessment of the project.

The roofing contractor completed the project on time, with no change orders, and met the satisfaction of the USCG personnel.
