State of Hawaii
Case Study Overview The State of Hawaii, Department of Accounting and General Services (DAGS), implemented the PIPS process in 1998. Due to the number of complaints they received on the traditional low-bid projects, DAGS was looking to increase performance without spending more money. The initial pilot program was to test the PIPS process on roofing and painting projects. Eventually, the research grew into a four-year program that generated a great amount of success for the State of Hawaii. This research program was the longest running program at its time, and generated the greatest amount of research that the PBSRG has collected and documented. Summary of Results
