The PIPS Best-Value selection process has been recognized by different organization for its innovation in making selection more efficient. Case Studies

United States Coast Guard
In 2005, the USCG hired an IDIQ contractor to perform roofing maintenance on a building located at Coast
Guard Island Alameda. The IDIQ ran a best-value process to hire the highest performing roofing contractor
within the USCG budget. The project was completed on time, with no change orders, and met the satisfaction
of the USCG personnel.

United Airlines
The United Airlines San Francisco Maintenance Center implemented the PIPS process in 1997. The process was initially tested on a roofing project, but soon spread to many other specialty construction areas (painting, flooring, elevators, asbestos abatement, general construction, lighting, underground storage tank, and high-speed roll-up doors). The user stated that the PIPS projects were the best that he had seen in over 20 years.

State of Hawaii
The State of Hawaii, Department of Accounting and General Services (DAGS), implemented the PIPS in 1998. The initial pilot program was to test the PIPS process on roofing and painting projects. Eventually, the research grew into a four-year program that generated a great amount of success for the State of Hawaii. This research program was the longest running program at its time, and generated the greatest amount of research that the PBSRG has collected and documented.

University of Hawaii
After recognizing the increase in performance that the State of Hawaii had procured, the University of Hawaii
(UH) tested the PIPS process in 2000. The University wanted to increase the quality of painting and roofing projects, shift construction risk to contractors, and make the UH more efficient. The process was tested on 12 roofing, painting, and flooring projects. All of the projects were completed on time (or ahead of schedule), and
to the users disbelief, without any change orders.

Dallas Independent School District
In 2002, the Dallas Independent School District (DISD) partnered with the PBSRG to implement PIPS on nine roofing projects (due to the number of roofing issues they were having). The DISD wanted to increase competition and quality, and at the same time justify the selection of best-valued contractors. The projects
were awarded 12% below the budget, and were all completed on time with very high quality.

Testimonials

"..we appreciate what you did in our behalf by introducing us to the performance based bidding concept…Ten-12 months have been cut off of our completion schedule…The bids did not go over estimation…
Richard L. Maughan (Bridgerland Applied Technology Center)

PIPS was really a program that exceeded expectations of the user…The contractor took full responsibility for project and made it run very smoothly…The difference that I have seen from the general “low-bid” projects to this PIPS project has been significant …project management requirements where reduced overall by about forty percent…
Lyle Kundsen (State of Utah complete)

…In all my years of construction experience, both in the private and the public sector, I have never been more impressed with a procurement process such as the process provided by PIPS…I must admit that I was very skeptical and believed that this would not work in a public institution. Fortunately, I was wrong…
Charles Y. Serikawa (University of Hawaii at Manoa)

…I must admit there was a great deal of resistance (including myself) for using the system…However, since that time…my view of this system has changed… Aggregate cost of all the projects was substantially under budget…We had an increase in the amount of competition…Quality of work to date is much higher than our previous methods…
Mike Cekosky (Dallas Independent School District)

"There were no contractor generated change orders for additional cost and all contracts were finished within budget, and on time. PIPS is the quickest, most efficient, successful procurement system I have seen for the contracting of repair and maintenance work."
Ira Farnoush (Federal Aviation Administration)

"The Department of Education (DOE) continues to support the use of PIPS contracting systems . The schools' administrators been pleased with the results and are asking for more projects to be accomplished under this program."
Paul G. LeMahieu (State of Hawaii)

"I have used your information system on two(2) occasions .Both occasions were driven by my unsatisfactory experiences in the traditional methods of selecting products. In one instance, the cost of the product reduced by 40%. In another instead, the performance substantially increased for the same cost. I am satisfied that this process has provided me with better decision making information."
Gregory M. Takagi (International Rectifier)

"We ran PIPS in Utah on several large construction procurements. In each of the cases, we have had the contractors finish on time, on budget, and exceeding the quality expectations. The agencies and institutions have been very pleased and have recommended using the process again on their future construction projects. The results of PIPS have given us the best construction results in ten years."
Richard E. Byfield, (State of Utah)

"After PIPS was implemented, the quality of work changed dramatically. All of our projects finished on time and within budget. The quality of work exceeded many expectations; the contractors were the best that this facility has seen in the last twenty years."
Ron Campbell (United Airlines)
