City of Roseville, MN
In 2008, the City of Roseville implemented the PIPS Best Value process to identify a high performing contractor that could renovate an existing ice arena. The City chose to install a geothermal system to cool the ice arena and building (rather than using a traditional system) to minimize yearly energy costs. This was the City’s first experience with geothermal systems and with best-value procurement. |

Dallas Independent School District In 2002, the Dallas Independent School District (DISD) partnered with the PBSRG to implement PIPS on nine roofing projects (due to the number of roofing issues they were having). The DISD wanted to increase competition and quality, and at the same time justify the selection of best-valued contractors. The projects were awarded 12% below the budget, & were all completed on time with very high quality. |

Entergy
In 2006, PBSRG contracted with Entergy Corporation to implement PIPS in their facilities group capital projects program. Due to Hurricane Katrina and increasing energy usage, Entergy desired to increase the efficiency and effectiveness of their capital projects program. Using PIPS, Entergy experienced a 17% decrease in project management per project, a 0% change order rate, and 83% percent of the time the Best Value was also the lowest price. They reported a 100% satisfaction rate with the process. |

Harvard University In 2004, Harvard University partnered with the PBSRG to test the PIPS process on three general renovation projects on the Harvard campus. Due to the success of the pilot projects, Harvard continued the use of the program on several additional projects. In 2005, Harvard University won the “CORENET H. Bruce Russell Global Innovators of the Year Award” for their efforts in increasing the efficiency of their organization using the PIPS program. |

Schering Plough
Schering Plough began testing PIPS in 2006. The process was implemented to improve the efficiency and value of the their procurement and outsourcing processes. The tests covered the procurement of 12 different services. The results included a cut in cost of the facility services by almost 50% and an increase in the perceived value of services by 30%. |

State of Hawaii The State of Hawaii, Department of Accounting and General Services (DAGS), implemented the PIPS in 1998. The initial pilot program was to test the PIPS process on roofing and painting projects. Eventually, the research grew into a four-year program that generated a great amount of success for the State of Hawaii. This research program was the longest running program at its time, and generated the greatest amount of research that the PBSRG has collected and documented. |

United Airlines The United Airlines San Francisco Maintenance Center implemented the PIPS process in 1997. The process was initially tested on a roofing project, but soon spread to many other specialty construction areas (painting, flooring, elevators, asbestos abatement, general construction, lighting, underground storage tank, and high-speed roll-up doors). The user stated that the PIPS projects were the best that he had seen in over 20 years. |

United States Coast Guard In 2005, the USCG hired an IDIQ contractor to perform roofing maintenance on a building located at Coast Guard Island Alameda. The IDIQ ran a best-value process to hire the highest performing roofing contractor within the USCG budget. The project was completed on time, with no change orders, and met the satisfaction of the USCG personnel. |

University of Hawaii After recognizing the increase in performance that the State of Hawaii had procured, the University of Hawaii (UH) tested the PIPS process in 2000. The University wanted to increase the quality of painting and roofing projects, shift construction risk to contractors, and make the UH more efficient. The process was tested on 12 roofing, painting, and flooring projects. All of the projects were completed on time (or ahead of schedule), and to the users disbelief, without any change orders. |

The PIPS Best-Value selection process has been recognized by different organization for its innovation in making selection more efficient. On April 3, 2006, Engineering News Record (ENR) published a two-page report on the PIPS Best Value process and results from several clients. You can view the article here.
In 2005, the PIPS process won the H. Bruce Russell Global Innovator's Award sponsored by CoreNet Global (leading professional association for corporate real estate executives). The process was recognized for the results generated at Harvard University. The PIPS process was also recognized by ITEC in 2001 for its innovation in improving in improving productivity and performance at the State of Hawaii.
