General Overview |
In 2004, the US Army Medical Command (Medcom) tested the PIPS process on three renovation projects throughout the United States. During the implementation, Medcom realized that they needed a system to assist them in tracking the status of their projects at different phases in procurement and construction. The focus of this research has shifted from simply implementing a best-value system, to creating a revolutionary new system that will track the overall performance of their external vendors, projects, and internal staff to assist Medcom in becoming more efficient.
