| George Ang is the governmental executive, recently appointed in strategic implementation management of change in the Dutch Ministry of Housing, Spatial Planning and the Environment, with special assignments in innovative procurement practices and in the Dutch National Research Programme PSIB (Process and System Innovation in Building). In 2004 he was in charge of an inventory of International Reforms in Building and Construction in Europe, Asia and Australia.
During his career as the Deputy Director of Design and Engineering in the Dutch Government Building Agency he had the lead in the development of a form of performance based procurement that was implemented in a large-scale design&build programme of courthouses and tax offices all over the Netherlands in 1992 - 2000.
His staff at the Government Building Agency is highly specialised in performance based briefing and procurement, with a special focus on the government client / end-user and this expertise has also been put in practice in two European Union research projects during 2001-2004.
Within the framework of the CIB (International Council of Research and Innovation in Building and Construction) he is active as the Co-ordinator of Working Commission W060 “The Performance Concept in Building” since 1997 and submitted a number of international publications and reports on this issue. Among others he organised and chaired the International Workshop on “Serviceability of Buildings” , which was arranged in conjunction with the 8th DBMC in Vancouver 1999, and an International Symposium on the issue of “Management and Measurement of Architectural Value in Performance Based Building”, arranged in co-operation with CIB-W092 in Hong Kong 6-8 May 2002.
George’s is a Dutch citizen of chinese origin, married to a Swedish wife since 1969, his professional background is architect and civil engineer, specialised in public buildings and he was an industry practitioner before being employed within the Ministry of Housing, Spatial Planning and the Environment. He is also a lecturer at the Delft University of Technology, on the field of Building Process Innovation, with a special focus on Performance Based Building.
